It seems to have had some trouble finding a distributor for theatrical release. But it looks like it will now be released on DVD in the fall, according to this June 29 press release:

Seven Arts Pictures PLC is delighted to announce that it has concluded an agreement with New Line Home Entertainment, a division of New Line Cinema, a unit of Time Warner, for the distribution in the United States and Canada of 'Popstar,' a feature motion picture in the Seven Arts library, produced by TAG Entertainment and starring real life pop star Aaron Carter ('Jimmy Neutron: Boy Genius,' 'Rugrats in Paris,' 'The Princess Diaries'), Alana Austin ('Hansel + Gretel,' 'The Retrievers') and Kimberly Kevon Williams ('Boston Public,' 'Joan of Arcadia'). New Line has scheduled this picture for an autumn 2005 DVD 'premiere' release under the agreement negotiated between New Line's President of Home Entertainment and Seven Arts Chairman Peter Hoffman. Seven Arts expects that this picture will be the first of several to be released under this innovative arrangement both through New Line and other distributors in the international territories. Seven Arts is in discussions with Ventura Entertainment, a large independent video distributor in the United States for release of additional motion pictures.

Seven Arts also announces today it has established 'Seven Arts Video' as a division to be managed by Peter Hoffman and Jed Daly, an experienced home entertainment executive and consultant to Seven Arts. Seven Arts Video expects to release six to eight DVD 'premiere' motion pictures each year through New Line, Ventura and other distributors. Seven Arts Video has, to date, acquired four additional completed motion pictures for sale through its worldwide distribution agreements. Peter Hoffman, Chairman, Seven Arts commented, 'This is a very important link up with one of the United States' most prominent home entertainment companies. We are already in discussions with regards to numerous other projects with New Line and I believe this will be the start of a long and mutually lucrative relationship.'
